PCN Conference 2020
The BMA have started planning for their second annual PCN Conference. They want this to be as informative and useful as possible, so they're looking for PCNs and LMCs to share their stories. If you have an example of innovation or good practice that would benefit others, why not showcase it at their PCN conference, which will be held in Birmingham on Saturday 8 February 2020. Whether it’s inventive ways of utilising the funding, success in recruitment, or working well together to deliver PCN services, they want to hear from you.
Please email Dan Hodgson (email@example.com) with a short description of your project/work and how it is benefiting your PCNs, teams and/or patients, and they'll get back to you to discuss further. Please also share with GPs and PCNs in your area – they really want to highlight those experiences that will benefit others.

Mid-career Planning Workshop - 13 November - Spaces Filling Fast!
Whilst support is often available at the beginning of our careers, opportunities to engage in a process of career reflection ten or more years into the job are less common. This workshop will give you the opportunity to take some time out with colleagues to explore what you want from the next phase of your GP career and how this fits together with other aspects of your life. We will also look at ways to manage energy and wellbeing, reflect on some of the reasons for mid-career dissatisfaction and identify workable solutions. To book a space on this workshop, click here .
Update for Practices Using Practice Unbound
Please note that the one year service contract will terminate as of 10 December 2019, therefore access to the one to one coaching being offered at present will cease at this time. The Practice Unbound Workflow Optimisation Scheme will continue to have access to the portal in full. As part of the subscription, this includes all of the current tools, any updates of templates and access to the telephone help desk (0300 303 8145).
The CCG would like to highlight that there is no additional subscription fee to practices for the continuing services provided by Practice Unbound.

Pre-registration Trainee Pharmacy Technician Integrated Training Pilot
Health Education England (HEE) are looking to work with employers to develop and run the pre-registration Trainee Pharmacy Technician integrated training pilot for 48 pre-registration Trainee Pharmacy Technicians (PTPTs), commencing in February 2020.
They are looking for tri-partnerships that will support 48 PTPTs being trained in three of the following healthcare settings:
- secondary care
- community mental health
- community pharmacy
- general practice
- care homes
The guidance should answer most of your questions about the pilot, but please address any further queries to the team at HEE.PHIF@hee.nhs.uk , stating ‘PTPT Integrated Training Pilot’ in the email subject header.
The deadline for submitting an expression of interest is 15 November 2019.
You may already be aware that updated rules around IR35 will come into force in April 2020.

Update - Avoidable Admissions
The LMC are currently working with GPs, EMAS and the CCG to develop a whole system pathway to reduce avoidable admissions.
Practices currently report that they still receive a number of calls from paramedics and ambulance technicians for clinical advice.
We would like to reiterate that GPs are neither commissioned nor obligated to provide clinical advice to the ambulance service as this is covered by EMAS’ own internal pathways.
CQC Inspections of Dispensing Practices
Dispensing practices are reporting that CQC inspections of their dispensaries have been extremely vigorous, particularly with regard to standard operating procedures and processes.
We are not aware of an agreed national standard that CQC are using for these inspections and we have raised this with GPC.
We would advise that the same level of focus and scrutiny is given to the dispensary during preparations for a CQC visit.
NHS England has clarified that updated RCGP safeguarding training guidelines, released earlier this year are not compulsory; GPs should however ensure their staff are adequately trained to carry out safeguarding duties.
Roll-out of Electronic Prescription Service - England
Earlier this week, the Department of Health and Social Care announced the roll-out of electronic prescription service (EPS) in England next month following work done in pilot areas. Phase 4 will be rolled out to all GP practices from Monday 18 November 2019, making EPS the default method for prescribing and dispensing in primary care in England. Flu Immunisation for Practice Staff
The state-funded indemnity scheme for England and Wales does not cover GP practices providing flu vaccinations to their own staff. The Seasonal influenza DES Specification makes clear that staff of GP practices/contractors and other primary care staff are the responsibility of their employer as part of occupational health arrangements. However as we previously reported, we have been assured that the schemes provided by all three main Medical Defence Organisations do cover this activity.
The BMA’s Occupational Health Committee has worked with the Specialist Pharmacy Service to produce a written instruction for seasonal influenza vaccination. The template and advice on how to use it is available here . This advice has also been published on the BMA website
Christmas and New Year Opening Times
We have received a number of queries with regards to Christmas and New Year opening. The LMC asked practices to complete an audit to show patient footfall which was then collated and presented to the CCG in the attached paper ???????. We have re-contacted the CCG who have stated that they have raised the matter with NHSE. Until we have heard anything different, the contract expectations have not changed as practices will need to individually open. We are keeping up the campaign and will let you know when we receive final confirmation from NHSE and DDCCG.
Publication of Report into Sexism and Sexual Harassment at the BMA
In April this year the BMA commissioned a fully independent review into concerns raised by BMA members who had been subject to sexist behaviour and sexual harassment. The review was led by Daphne Romney QC who was also asked to make recommendations to address gender bias and harassment in the BMA drawing on examples of best practice. NAO Investigation into Pre-school Vaccinations
The National Audit Office published a report , which found that NHS England has fallen short of Department of Health and Social Care’s (DHSC) performance standard for the uptake of nearly all pre-school vaccinations in England in 2018-19. The National Audit Office said that NHS systems for reminding parents to get their children vaccinated are 'inconsistent' and appointments are difficult to book.
NHS Practitioner Health - England
NHS England has announced that all NHS doctors and dentists in England now have access to a mental health service 24 hours a day through a dedicated phoneline and a crisis text service available through the night. This builds on the service already available to GPs in England. To sign up, call 0300 0303 300 or email email@example.com (Monday to Friday 8am to 8pm and Saturday 8am to 2pm). General Practice Under Pressure – GMC Workforce Report Published
During June and July, 3,876 doctors completed a GMC survey about satisfaction of their role, the environment they work in and their career intentions. Overall the findings showed that GPs are more likely to feel dissatisfied, to have already reduced or plan to reduce their hours, and to be thinking about leaving the profession. The results showed that over the last year 36% of GPs reduced their clinical hours, compared with 21% of all doctors having taken this action. Only 9% of GPs reported always or usually feeling able to cope while rarely or never working beyond their rostered hours, compared with 29% of all doctors. Conversely, 50% of GPs reported often feeling unable to cope and often working beyond their planned hours, compared with 26% of doctors overall. The report also notes that more GPs work less than full time than other doctors (49% compared to 23% of doctors overall), and touches on the changing make-up of GP training, with international medical graduates now representing 23% of all GP trainees, up from 16% three years ago. The results underline what GPC has been saying publicly for many years: general practice is in crisis.
