DDLMC WEEKLY UPDATE 22nd OCTOBER 2020

NATIONAL UPDATES

New GP Payment and Pensions system. You will recall that PCSE were commissioned to provide a replacement for NHAIS to process practice payments (including global sum and Vaccs and Imms) which was due to the rolled out this month. This has now been paused since “the final assurance tests identified some areas for improvement”. Practices do not need to take any specific action and the existing payments systems and processes will continue for the time being. More details on the revised roll out will follow.

If you are one of the small number of practices that have been approached by PCSE to undertake a reconciliation of their practice patient list, you are requested to continue with this work to ensure the most accurate patient data is available when the system goes live.

CQC Update. Following the Emergency Support Framework that was implemented at the start of the COVID-19 pandemic, CQC have now updated this into a Transitional Monitoring Approach. In summary, CQC will monitor practices using existing data sources and the relationship between the practice and their inspector and if there are perceived issues about safety, leadership or access to services, they will arrange for an inspector to call (predominantly using Teams). This call will then inform whether any further inspection activity will be required. The monitoring questions they will use can be found here.

LOCAL UPDATES

NHS111/CCAS Appointments. You will recall the recent comms about the need to ensure that you make available for direct booking by NHS111/CCAS up to 1 appointment per 500 registered patients per day. Our feedback has been that in many practices these appointments are never used. GP Connect was configured by the national system suppliers and it appears now that there may have been an issue with the initial (complex!) set up of these appointments at a practice level, which means that DHU and CCAS cannot access them. Although the CCG have today written to practices demanding urgent action by 1pm tomorrow, we have pointed out that practices have complied with their contractual responsibilities and the identification now of an issue with the set-up does not suddenly warrant this becoming an urgent action with a 24hr turnaround. While we would encourage practices to check their systems and make any necessary changes, this needs to be within the context of other clinical and operational pressures. The CCG IT have a team standing by to support where necessary via ddccg.datareturns@nhs.net.

Electronic Repeat Dispensing. Yinka Soetan from the CCG Meds Optimisation team has been in touch to advise us that the use of eRD is now being actively encouraged. Historically, the use of eRD in Derbyshire has been below the national average (3.26% of prescription items vs the national average of 12.83% in May 2020) and there is now a national and local campaign to try and increase usage. Our view is why wouldn’t you? While we acknowledge that there is some work to get this set up and it will not be appropriate for all scenarios, for those patients who are stable on low risk medication what is not to like about having to issue a prescription once for up to 12 months rather than every month? The full details are here and Yinka can be contacted on 07775 221112 or yinka.soetan@nhs.net

JAPC. The latest Derbyshire Joint Area Prescribing Committee (JAPC) Minutes from September 2020 are here and the September Bulletin is here.
